In the second half of the nineties, architect Kees Rijnboutt (Rotterdam, 1939) is approached by Manderen BV to design a multifunctional mosque complex at the former Riva site. At the same time, the Turks ask construction group Volker Wessels to implement the plans the moment they are ready. Rijnboutt, known for his modern and angular design, draws a mosque with an oval dome and a number of square buildings around it. Although he appreciates the design, Üzeyir Kabaktepe of Manderen BV says farewell to Rijnboutt in 1998 in order to work with Frank Bijdendijk of housing corporation Het Oosten.
